The UK Private Investigation Profession from the 1990s to 2026

A historical account of the associations, representatives and regulatory efforts that shaped the profession
For more than 30 years, Britain’s professional investigators have been asking the Government to introduce effective statutory regulation. Parliament created the legal framework in 2001, investigators helped develop the necessary standards, and Ministers repeatedly promised that licensing was coming. Yet, a quarter of a century later, private investigators in the UK remain unlicensed.
My latest article asks a straightforward question: why are Britain’s private investigators still waiting for licensing?
Writing from a personal perspective, I look back at the history of this long-running campaign and record the contributions made by professional associations, networks, individual representatives and officials. Many of them devoted years, voluntarily, to building what should have become a fair, proportionate and workable regulatory system.
Their work was not wasted. It strengthened professional standards, qualifications, ethical practice and awareness of investigators’ legal responsibilities. But its central objective remains unfinished.
